IS A HAR WARRANTED?

For each ITS device, the warrant development process has first identified and researched some of the most common purposes (or uses) of each device. A separate set of ITS Warrants are presented for each individual purpose defined for each device. By organizing the warrants by purpose, agencies considering the deployment of ITS devices can evaluate their intended use of the device (or multiple uses) against the warrants as one step in the process of determining whether or not to deploy the device.

For HAR (Highway Advisory Radio) devices, four (4) warrants have been identified to capture the most common uses of this device. HAR
For purposes of the warranting ITS process, Highway Advisory Radio (HAR) refers to low power AM or FM radio transmissions where localized information is broadcast and travelers are alerted to the presence of the broadcast using static or dynamic signs. The localized transmissions may cover areas that range from 5 miles to 30 miles depending upon the terrain and technologies used. The radio transmissions may be either at fixed permanent locations or mobile devices that may be temporarily located and moved as needed.
